Free [sv_downloadurl] for your Server

Hi there time has come for us to offer a free sv_download url for users not having such a thing and they host self server.

To use it in GoldSrc games like (CS1.6, CZ, etc) add to ".../moddir/server.cfg"

To use it in Source Engine Games like (CSS, TF2, CS:GO) add to "../moddir/cfg/server.cfg"

To test download speed here download the VSCodeUserSetup-x64-1.52.1.exe.bz2 it's just Visual Studio Code inside of it, don't be afraid of viruses im always
using Norton 360 fully licensed myself

Test:

As download is limited per-connection, first 30mb of download goes with unlimited speed, after the 30mb downloaded it goes with max 5mb/s
This is per-file connection second file goes the same 30mb unlimited and rest with 5mb/s download
This is to prevent some DDoS / Flood on my Hawk
